A native of Taylorstown, Pennsylvania (a village of 200 near Pittsburgh), Rev. Mumper has been ordained with the Evangelical Church Alliance (ECA) for 16 years and is currently a candidate for the minister of Word and Sacrament in the Presbyterian Church (USA). Jay has received his Bachelor's of Arts degree in music education from West Liberty State College, close to Wheeling, WV, and the Master's of Divinity degree from Regent University, Virginia Beach, Virginia. He was the Director of Family Life ministries at Kempsville Presbyterian Church, Virginia Beach for 10 years before coming to First Presbyterian of Port Charlotte. He has worked as a director of youth ministries at Covenant Life Fellowship, and with Campus Life (Youth for Christ) Washington, PA.

Rev. Mumper is married to Cindi who is the Director of Small World Christian Learning Center, a ministry of First Presbyterian Church.
